White Peak Planning was appointed by Bloor Homes to project manage the submission of an outline application for up to 550 dwellings and a local centre (Use Classes E, F1 and F2) at Broomfield, Chelmsford. The site is allocated in the Chelmsford Local Plan as Strategic Growth Site Policy 8 – North of Broomfield’.

This included coordinating a formal Masterplan process, liaising with Chelmsford City Council, Essex County Council, Bloor Homes, and the Project Team. The Masterplan was subject to a review by Essex Design Services and was the first to be adopted by Chelmsford City Council.

As the application process progressed, White Peak Planning was further instructed to produce a Compliance Statement, demonstrating that the proposals were in accordance with sustainability focused policies as set out in the National Planning Policy Framework (2019), the Chelmsford Local Plan: Our Planning Strategy 2013 – 2036 (2020), further supported by guidance provided within the emerging Making Places Supplementary Planning Document (‘SPD’) (2020).

Following submission of the Outline Planning Application, we were also instructed to coordinate and submit a full planning application for a link road to the hospital estate south of the development site, which is a requirement of Allocation Policy 8.

Both applications have received resolution to grant Planning Permission, subject to S106 agreements.
