Land East of Horndean (Phase II)

We are excited to share that White Peak Planning has been appointed as Project Manager and EIA Coordinator for Bloor Homes’ Land East of Horndean Southern Expansion (Phase II) scheme.

This scheme represents an extension to the existing Land East of Horndean allocation, where we have been supporting Bloor Homes since 2018 through the outline application stage and the ongoing reserved matters process for the majority of the allocation.

Since being instructed in July last year, White Peak Planning has been working closely with the project team to assess the site’s technical constraints and opportunities. The emerging proposals for Phase II include key Active Travel linkages, up to 750 new homes, two grass sports pitches, a cricket oval and pavilion, generous public open space, and tailored ecological enhancements. A key feature of this project is the completion of the final section of the Horndean Green Trail and Heritage Network. This will deliver significant community benefits by improving connectivity to Havant Thicket Reservoir and Staunton Country Park to the south, as well as linking with Rowlands Castle.

The Phase II scheme will also contribute meaningfully to East Hampshire District Council’s housing delivery, addressing local needs in the context of the updated National Planning Policy Framework (NPPF).

Earlier this year, a pre-application submission was made to East Hampshire District Council, and we look forward to continuing our engagement with the Council in the coming months. Preparations are underway for a planning application, which is expected to be submitted later this year.
